Myers, a <br /> duly delegated and qualified representative of the Colorado <br /> Department of Health, Air Pollution Control Division, on <br /> , eptember 18, 1986. On this date, fugitive particulate emis- <br /> sions in excess of 20% opacity were observed from the tailings <br /> impoundments. <br /> Based on this inspection and also based on complaints received by <br /> the Division, the Division is requesting that Climax Molybdenum <br /> Company submit a written control plan for controlling and <br /> limiting fugitive particulate emissions from the tailings <br /> impoundments to the Division by October 31, 1986. <br /> If this written control plan is not received by October 31, 1986, <br /> additional enforcement action will be taken in accordance with <br /> C.
