Kurtis Blunt, Colo « --, Coal Company <br />May 15, 2012 <br />Page 3 <br />4. Hydrology <br />a. CCC is awaiting renewal of CDPS Permit Number CO- 0045161 by the Colorado Department <br />of Public Health and Environment (Water Quality Control Division). No response is <br />required from CCC. <br />b. During the Division inspection on April 18, 2012, it was discovered that Prospect Ditch has a <br />significant bank erosion problem. CCC needs to develop a plan for addressing this erosion. <br />c. Colowyo Coal Company has shown an interest in revisiting the hydrology modeling (TR -95). <br />Regardless of the outcome of this revision, it is a good idea to look at all of the surface water <br />hydrology on site, including modeling, design, construction and maintenance. This is <br />especially true for the watersheds in the East Pit. As stated in the RN -05 review, Colowyo <br />and the Division need to work together to bring the on- the - ground conditions into <br />compliance with the hydrologic assumptions in the current, approved permit. This statement <br />continues to be true. This will help to ensure the integrity of the current and future <br />reclamation as well as the Prospect Pond and the undisturbed areas that lie below the <br />reclaimed lands. <br />5. Topsoil Removal Plan <br />a. Map 28 Topsoil Handling South Area was updated during MR107, dated April 13, 2011. <br />Please confirm that this map reflects the topsoil handling plans for the next permit term and <br />update this map as necessary. <br />b. Map 28B Topsoil Handling South Taylor Area was updated 11/26/2011 during MR114. <br />Please confirm that this map reflects the topsoil handling plans for the next permit term and <br />update this map as necessary. <br />c. South Taylor Pit Topsoil mass balance Table 2.04.9 -7 was last updated January 2008. Please <br />review this table and update the topsoil mass balance values to reflect the current (2012) <br />conditions and projected permit term values. <br />d. Based on the Division inspection on April 18, 2012, topsoil stockpile 16D needed significant <br />work. There was a large gully on the south side, and the ring ditch needed to be re -cut on the <br />east and south sides where it is missing in places and blown out in other spots. <br />6. Disposal of Excess Spoil <br />No issues were identified with excess spoil. Colowyo is in compliance with Section 4.09 of the <br />Rules, and no response is required. <br />7. Issues in Permit Application Package (PAP) <br />Please update the PAP via a minor revision and /or explain the following apparent problems with <br />PAP sections. It is possible that these issues were the result of clerical errors by the Division, <br />and it may be necessary for CCC to provide pages to DRMS. If this is the case, thank you in <br />advance for your assistance. <br />
