As defined and approved in TR -25, KCC proposes to use a Forage Quality Index, which
is calculated based upon the relative plant cover for each plant species multiplied by the
Forage Quality Class (where high = 5, medium = 4, fair =3, and low = 2 and plants
lacking an assigned class being assigned a ranking value of 1) and these individual
species are then summed into a Forage Quality Index Value.
At the Man Mine, with respect to the proposed species diversity revegetation success
standard for the 1999 Reclamation area, data obtained from the 2009 and 2010 vegetation
monitoring efforts resulted in the following values being obtained. For the Alkali
Sagebrush Reference Area, the Forage Quality Index Values were 193.34 and 199.38,
respectively. Thus, for the corresponding 1999 reclamation located at the Marr Mine, to
be considered to be successful, this reclaimed area must possess Forage Quality Index
Values equal to or greater than of 193.34 from the 2009 and 199.38 for the 2010
revegetation monitoring periods. If the calculated Forage Quality Index Values are
higher than these values for each respective monitoring period, then the species diversity
requirements of Rule 4.15.8(5) will be satisfied.
At the Kerr Tipple, the species diversity revegetation success standard will be determined
based upon the data obtained from the 2009 and 2010 vegetation monitoring efforts
obtained from the sampling of the Kerr Tipple Reference Area, where the Forage Quality
Index Values were determined to be 210.18 and 189.23, respectively. Thus, for the
corresponding reclamation located at the Kerr Tipple, to be considered to be successful
with respect to species diversity, this reclaimed area must possess Forage Quality Index
Values equal to or greater than of 210.18 from the 2009 and 189.23 for the 2010
revegetation monitoring periods. If the calculated Forage Quality Index Values are
higher than these values for each respective monitoring period, then the species diversity
requirements of Rule 4.15.8(5) will be satisfied.
