-.Attachment to Perm itRe al_Ap l ram r =---_ Per _#.C�-000039&:_. -_.. -=--- <br /> -- <br /> - -Page 8- - - -------------- -- <br /> Review of Currently Permitted Outfalls <br /> 001 SR Yard & Refuse 3.9 Coal Creek <br /> Pile Ponds <br /> This is a four pond series which receives drainage, carried by a diversion ditch that <br /> extends from the (former) preparation plant/yard area, then continues, adjacent to the <br /> original refuse pile. The ponds were installed to receive drainage from these areas. <br /> During the time the mine was active, facilities situated in the preparation plant area <br /> included coal storage bins, a coal washing and preparation plant, thermal dryers, and <br /> conveyor belts which transported coal and refuse materials. Also, the "cleaned" coal <br /> was loaded from one of the storage bins into trucks which transported it from the mine <br /> site to a rail loadout facility. <br /> The adjacent yard area contained a bathhouse/office facility, truck and equipment <br /> maintenance facility, parking, equipment storage, ambulance garage and engineering <br /> office. <br /> The refuse pile has been in place many years, and vegetative efforts begun in 1976 <br /> had established a fairly good growth of grasses and trees along most of the steep front <br /> of the pile, with good vegetative growth over the milder slopes on the remainder of the <br /> pile. <br /> Mid-Continent Resources, operator of the mine, and the permittee for Permit No. CO- <br /> 0000396, owned the property on which the preparation plant/yard area and refuse pile <br /> #1 were situated. The 001 ponds themselves were built on property owned by the U.S. <br /> Forest Service. <br /> As of October, 1998, surface facilities have been removed and reclamation is <br /> proceeding, carried out by the DMG. The ownership, use and control of the property <br /> has changed, however. <br /> Ownership. <br /> The U.S. Forest Service now owns the property on which the coal refuse pile is <br /> situated, and the yard area. Mid-Con Realty, L.L.C., owns the former preparation <br /> plant site. <br /> Use. <br /> The preparation plant, storage bins, conveyor belts, bathhouse/office facilities, truck <br /> maintenance shop and other buildings have been removed.
