PURPOSE OF AMENDMENT <br /> In letters dated April 12, 1993, and May 13. 1995, the permittee requested relaxation of moniroring frequencies. Mining <br /> terminated in 1991. Mid-Condnent Resourcess. Inc.filed for bankruptcy around that time and is now under the control of the <br /> baA ruptcy court. As a result, reddinatlon of the urine site is now ongoing at the direction, of the Colorado Division of <br /> Minerals and Geology (CDMG). In addition, rrearment system mairuenante, particularly cleaning of sedimentation ponds <br /> and associated ditch systems, continues to occur at the direuion of the permiuet with osersighr by the CDMG. <br /> Because of the bankruptcy, limited funds remain to cornplete all reclamation and other activities ar this sire. The Division <br /> and CDMG have determined that it would be mare efficient to expend these funds on reclamarian activities and maintenance <br /> of treatmenr systems d= on routine effluent morritaring. Since reclamaritm began, the prnniaee has been in general <br /> compliance with effluent Itrtutaiions. On this basis, the expenditure of funds for continuing onalysis os routine monitoring <br /> samples is a lower priority because it does not yield any worthwhile data in this somexnvr unique situation. <br /> The permit is being revised to elimi=e all routine monitoring except for oufall 001. which remains unchangci. The CDMG <br /> representative assigned to this facility is on site quite often - typically at least once enth week. He is continuously monironng <br /> all crgoing activities. As a result, he will be aware of maintenance activities or the sire, including those )-glared to the <br /> xrC=rau rystems. It is his opinion that when the systems air properly maintained, ihry will provide effluent that is likely to <br /> meet the hirutations in this permit. <br />
