We request, in submitting this application, that the permit be modified in <br /> consideration of the major changes that have occurred since the permit was issued, <br /> and since the last renewal. <br /> Mid-Continent requests permit renewal for outfalls on properties now owned by <br /> Mid-Con, L.L.C. Mid-Continent requests release under the permit for all other outfalls, <br /> ponds and compliance points, as explained in the permit renewal application, on <br /> property which has been reclaimed, and which Mid-Continent neither owns nor <br /> controls. This request applies to property owned by the U.S. Forest Service, over <br /> which the state of Colorado, through the Division of Minerals and Geology (DMG), has <br /> exercised effective control since 1994, when the agency took over reclamation of the <br /> former mine site. <br />
