May 1, 2012 C-1981- 012/New Elk Mine
H
good condition, with no gullies or other problems. Another SAE, where a substation once existed, is located
downhill of the water tank SAE. It is presently not identified on the TR -65 maps, as it is planned to be covered by
the proposed DWDA; nevertheless, it too was found to be in good condition.
SUPPORT FACILITIES - Rule 4.04:
The pad where the West Fan sits should be altered so that it does not infringe on the drainage that exists
immediately to the east of the West Fan.
The site where the Bates Shaft is proposed for construction was inspected. It is unclear where this facility (and the
associated containment area) will be located in relation to the proposed rail line(s). Furthermore, it is unclear from
submitted maps where the next culvert down the valley (east) is located. The culvert near the proposed location of
the shaft is in good condition, but the culvert up the valley (to the west) appears to be a mixture of pipe sizes
which may or may not be functional.
TOPSOIL — Rule 4.06:
The locations of the proposed topsoil and subsoil stockpiles were inspected; no issues other than roads to be used
for the construction of the Soil Storage Stockpile were identified.
ENFORCEMENT ACTIONS /COMPLIANCE
No enforcement actions were taken as a result of this inspection.
Number of Partial Inspection this Fiscal Year: 10
Number of Complete Inspections this Fiscal Year: 3
Page 4 of 8
