2-21-95
MEMO TO FILES
Spoke with Larry Routten today regarding Mine 5 reclamation
requirements. I was specifically interested in where the material
to be moved which was included in the cost estimate was located,
and whether it made sense to rehandle the material if it turned out
to be stable or otherwise reclaimed. Larry said that the material
included in the cost estimate was located below the 5 mine
pond. Larry stated, and he said that Tony Waldron agreed that this
material was pre-law. Larry and Tony said that there was a fairly
clear documentation of this. I said that I would remove this job
from the cost estimate as it was pre-law. Further, this is the
site of an AML project which was done two years ago.
Larry said that the stream channel above the 5 mine pond north of
the lower mine bench slopes had been relocated by Mid-Continent
Resources. They apparently placed a dike in the channel to route
it further north. Larry thought that MCR retained liability to
divert the stream into its pre existing channel. This is the
design work that David Berry is working on currently. This cost
should be contained in the cost estimate.
