The impacts associated with low-sulfur coal mining opemtiotns, such as those at Coal <br /> Basin, however, are typically limited to the expected surface disturbances, and, secondarily, to <br /> potential impacts essadated with the handling and disposal of liquid and solid wastes generated <br /> through andlIary activities such as maintenance of mining equipment. <br /> Few documented environmental problems, other than those associated with the <br /> dist<rbance of the land surface, have actually been identified at this site. Other concerns that <br /> have been identified, including PCB-containing transformers and asbestos insulation that were <br /> removed from the site, have been resolved. Remaining environmental concerns that have not <br /> been fully addressed include the following: <br /> • Soil samples collected downgradient of the Maintenance Shop by DMG in November, <br /> 1995 contained elevated levels of petroleum hydrocarbons. Based on laboratory results <br /> from a water sample collected from a seep directly downgradient of the shop, pound- <br /> water quality appeared to be unaffected; however, laboratory data were inconclusive <br /> because of QA/QC problems (DMG, December 18, 1995). <br /> The soil samples were collected in the vicinity of the former location of several <br /> underground storage tanks which were removed by MCR in the early 1990s. While <br /> some degree of soil contamination was documented in the closure report submitted to the <br /> Colorado Department of health (CDI-I) by MCR, it is also possible that soil <br /> contamination identified by DMG could be the result of historic waste disposal practices <br /> associated with operation of the maintenance shop/preparation plant facilities. <br /> • Black surface-water discharge from the mine haulage tunnels into Dutch Crock was <br /> reported in the winter of 1989. This release was apparently related to problems with the <br /> operation of the 016 sedimentation ponds.
