I9N VIRONM=ffAL WE A8SFSWdENT WORK FLAN
MID CONTDMNT ZLESOURCES COAL BAM PROPERTY
1.0 INTRODUCTION
'This Work Plan has been prepared at the request of Mid Continent Resources (MCR) for
the conduct of an Environn=tal Assessment of its Coal Basin property in Pitldn County,
Colorado. Coal Basin was an coal mine, owned and operated by MCR for 45
years, from 1956 until 1991, when the mine and associated ancillary surface facilities were shut
down. Subsequent to shutting down the mine, an agreement has been reached between MCR
and the Colorado Department of Natural Resources, Division of Minerals and Geology (DMG)
whereby DMG is responsible for reclamation of the surface facilities, including the mine portals,
coal handling and preparation plant, refuse piles, and associated yard and maintenance facilities.
Under the terms of the agreement between MCR and the DMG, MCR has retained the
responsibility for addressing the environmental issues related to the site.
This Work Plan is based on discussions with MCR, a preliminary review and evaluation
of reports and documents provided by MCR, and discussions with representatives of DMG and
the Colorado Department of Public Health & Environment, Water Quality Control Division, on
February 8, 1996. The Plan focuses on the identification and evaluation of existing
environmental conditions and possible environmental liabilities, whether real or perceived,
related to the Coal Basin property and associated operations, with the view toward providing an
Environmental Assessment.
1.1 Background
The Coal Basin property is located approximately four miles west of the town of
Redstone and includes a series of five nine portals at an elevation of 10,000 feet, and ancillary
surface facilities located at 8,000 feat in the valley below the mines. These included raw coal
- 1 -
s. 4,
4lT•,a H'nlJ/C11?J OOT OOt^ClTC OT•O!T OOT—OT-1-(T
