The lower beltline has also been completely removed and topsoil <br /> has been placed on the terraces and graded slopes. Seeding of these <br /> topsoiled areas will occur this fall. The old Refuse Pile has also had <br /> additional final reclamation work performed on it by re-establishing <br /> proper drainage structures and regrading, topeciling and seeding some <br /> additional area. <br /> ♦ The Mine 5 portal area has been reclaimed this season. This involved <br /> removing all remaining structures and debris, rebuilding the lower <br /> portal seal and verifying competency of main portal seal to MSI3A <br /> standards, installing a new drain structure out of the lower portal, <br /> backfilling the upper bench, final grading on upper and lower areas to <br /> provide a smooth and stable final configuration, seeding and mulching <br /> the entire regraded area. Some work remains on the upper fan bench and <br /> access road leading up to the portal. <br /> ♦ All facilities have been removed from the Mine 3 area and the portals <br /> have been sealed and/or backfilled to xsRA standards. This area should <br /> be ready to backfill and regrade next year. The foundations are still <br /> intact but will be used for backfill as they were at Mine S. <br /> ♦ Portal sealed at Mine 4 <br /> ♦ At least two warehouses near the raw coal storage area have been <br /> dismantled and removed from site. The contents are also being removed. <br /> ♦ The coal preparation plant is currently being dismantled. <br /> ♦ Dutch creek stabilization under the old refuse pile has been completed <br /> by adding large riprap to the cut bank side under the Army Corps of <br /> Engineers nationwide permit. The LISTS believes that this portion of <br /> Dutch Creek will need to be rerouted back through the facilities area <br /> upon completion of final reclamation. Based on review of old aerial <br /> photos, the channel has been in this location at least eince 1953. <br /> Aerial photos also show that the cut bank has been in place since at <br /> least 1973. So, although this minor stabilization work is definitely <br /> not the final solution, any attempt to relocate the channel will need to <br /> be evaluated very carefully. <br /> • Preliminary grading work has been completed on the raw coal stockpile <br /> area. <br /> ♦ Non coal waste covered and graded at Rock Tunnel waste pile <br /> • Numez•ous maintenance activities have been performed, some voluntary and <br /> some as a result of violation abatements.
