Linden <br /> October 3 , 1995 <br /> Page 5 <br /> In general, we anticipate that the Preparation Plant <br /> Tract would be developed as a planned unit development to be <br /> approved by Pitkin County. However, the proposal outlined above is <br /> not conditioned on any land use approvals by Pitkin County. <br /> The PUD would provide for a group of 30-acre minimum size <br /> tracts to be developed as single-family residences, and for public <br /> access and recreational opportunities pursuant to a management plan <br /> approved by the USFS and the County. The Lamphouse at the tunnel <br /> portals would become a focal point of this development and would be <br /> a point of departure to a series of non-motorized roadways or <br /> trails . Fees would be charged for utilization, which would be <br /> applied to trail and road maintenance, management, and cleanup. <br /> Concessions would be negotiated and managed by the owner of the <br /> tracts surrounding the Lamphouse . <br /> Bob Delaney and Diane Delaney met with the Pitkin County <br /> Commissioners on September 6 to informally discuss the proposed <br /> PUD. The Delaneys' impression is that the Commissioners were <br /> receptive to the proposal insofar as it enhances public access to <br /> Coal Basin. The DMG' s representative, Loretta Panetta, also <br /> attended the meeting, so you can check with her about her own <br /> impressions . Followup meetings havE: been scheduled with Crystal <br /> Valley residents and community groups to solicit their support for <br /> the proposal . <br /> MCR and the Creditors' Tr�_ist would like to meet later <br /> this month with the DMG to pursue discussions along the lines <br /> outlined in this letter and the enclosed materials . We would <br /> request that the meeting be held j,rior to October 20 , because <br /> further discussions with Sanwa arE• scheduled in Cleveland on <br /> October 24 . If agreeable to the DMG, there could be some <br /> preliminary discussions with Steve Renner or others on site, <br /> highlighting the land use proposal . <br /> Very truly your , <br /> dames B.
