3.0 INVESTIGATIVE METHODS <br /> 3.1 OVERVIEW <br /> As discussed in Section 2. 3, the scope of R.D. Piland and <br /> Associates Consultants' Phase I Environmental Site Assessment has <br /> included four tasks, namely: <br /> Task 1: Records Search <br /> Task 2: Site Survey <br /> Task 3 : Interim Reporting <br /> Task 4: - Analyses and Report Preparation <br /> The following sections detail the scope of activities associated <br /> with Tasks 1, 2, and 3. Preparation and submittal of this report <br /> completes Task 4. <br /> 3.2 TASK 1: RECORDS SEARCH <br /> 3.2.1 Overview <br /> The purpose of Task 1 is to: (i) establish the environmental <br /> setting of the site; (ii) obtain information concerning the <br /> usage, storage, treatment, and disposal of hazardous substances <br /> at this site; and (iii) identify areas on or off the site, with <br /> potential environmental concerns and evaluate the potential <br /> effect of these areas on the subject property. Sections 3 .2.2 <br /> through 3 .2.5 discuss the types of information that were reviewed <br /> for this task. <br /> 3.2.2 Subtask 1-1: Review of Regulatory Records <br /> R.D. Piland and Associates Consultants has obtained and reviewed <br /> federal and state regulatory files available in the public record <br /> for existence of state or federal environmental regulatory <br /> activities at this site and nearby sites. <br /> The U. S. Environmental Protection Agency (USEPA) records <br /> reviewed for this study include the following: <br /> National Priorities List. This listing is the USEPA's <br /> data base of uncontrolled or abandoned hazardous waste <br /> sites identified by virtue of their threat to human <br /> health and the environment as priority sites for <br /> remedial action under the Superfund program. <br /> Comprehensive Environmental Response, Compensation, and <br /> Liability Information System (CERCLIS) . This listing <br /> is a compilation by USEPA of the sites which USEPA has <br /> 9 <br />
