Mr. Pete Lien <br /> November 1, 1993 <br /> 03932288 <br /> Page-3 <br /> This limited Phase II Assessment will include the following actions: <br /> • Sampling and analysis to confirm/deny presence of contamination in <br /> surface water and ground water on-site and in adjacent property, <br /> including hydrologic/geohydrologic review. <br /> • Sampling and analysis to determine the extent of contamination on/in <br /> surface soils/paving and structures, including depth, contaminant <br /> concentrations, volume and mass. <br /> • Examination of waste on-site to determine amounts, type and <br /> presence of contaminants. <br /> • Determine the location and cost for treatment/disposal of waste and <br /> raw materials including limestone, magnitite, nahcolite, soil, concrete, <br /> building components, and other waste materials. <br /> • Examination of equipment and soundness testing of containers. <br /> • Determine requirements for permits, lisences, approvals and <br /> inspections during the clean-up. <br /> • During the Phase II investigation, it would also be prudent to take such <br /> actions as necessary to stabilize the situation and prevent further <br /> contamination. This might include covering of wastes (with plastic <br /> tarps, etc.), placing drums into secondary containment, and securing <br /> the site. <br /> Although Phase II investigation is normally done on an hourly basis, a very <br /> rough estimate of the cost of such a Phase II Investigation is enclosed. Please <br /> do not consider this a formal quote from TSP. As we discussed, there is a <br /> qualified engineer in Glenwood Springs who can do some of this work, and this <br /> estimate is based on him doing part of that work. I have confirmed that he is <br /> available. Unfortunately, some of the work does require expertise which is not <br /> available in our firm except in the Rapid City office, so at least one trip is <br /> necessary. Weather conditions will also be a major factor in the situation. The <br /> total cost is estimated at around $8000. <br /> Attached is my resume to show my qualifications for this review. <br /> In my professional opinion, substantial additional investigation and remediation <br /> (Phase 11 and Phase III work) is required for the site.
