Box 440 <br /> Rapid City, SD 57709-0440 <br /> SUBJECT: REVIEW OF PITKIN IRON FACILITY ENVIRONMENTAL SITE <br /> ASSESSMENT <br /> Dear Pete: <br /> As discussed, this letter constitutes my preliminary report on the Pitkin Iron <br /> facility at Carbondale, and the site assessment prepared for the State of <br /> Colorado. I am available at your convenience to discuss this in person and to <br /> proceed as you see fit. Please call me if you have any questions. <br /> I have reviewed the copy of the report prepared by R.D. Piland & Associates of <br /> Grand Junction. This report, in my opinion, does not comform to the standards <br /> prescribed by ASTM Standard Practice E 1527-93. There is a lack of evidence <br /> of review of a number of readily available documents such as soils surveys, <br /> aerial photos, and other sources which would have more clearly identified <br /> potential problems with the site. However, the report does clearly identify <br /> contamination known and suspected on the site. The report also recommends <br /> that a more detailed investigation be conducted prior to acquisition and resale of <br /> the site. <br /> The problems on the site are significant and pose a potential threat to the <br /> ground water supply of Carbondale and adjacent farms and ranches. While this <br /> threat is relatively minor it never the less is present and must be addressed. <br /> There is also some potential for contamination to have migrated into the site <br /> (from the coal operation, the railroad, illegal dumping), and for conditions <br /> present on the site to greatly contribute to contamination on the site.
