periods when many pieces were not utilized to a large extent. The spreadsheet assumes that no
owning or rental costs for the Pitkin Iron equipment was charged while the equipment was idle,
yet, at the same time, no prohibitive mob/demob costs are included if the equipment was not
kept on site. This assumption is extremely favorable to the Division. If either mob/demob costs
are included for renting the equipment on an as-needed basis or monthly rental costs are included
to have the equipment available on site, the additional cost in either case would be quite
substantial. It is my belief that, based on typical mob/demob costs or owning costs of the
equipment, either option would have cost MCR an additional $80,000 or more over the 10-
month period.
D) Spreadsheets
15. The cost estimates spreadsheets for the two cases are enclosed in Appendix A.
Case 1 assumes that the MCR equipment would be used by a contractor. Case 2 assumes the
contractor would use only his own equipment, therefore all owning costs are applicable. The
totals for all tasks are shown at the bottom of Task 12. A summary sheet showing the two cases
is set forth below.
16. As is seen from the summary sheet, either case would have produced
approximately equal or higher costs than Pitkin Iron, and the mob/demob or monthly rental
option costs have not been included in either case.
Exhibit 1 - Spreadsheet Cost Summary
Direct Costs - Direct Costs - Case
Task Case 1 - use 2 - no use of MCR
# Description MCR Equipment Equipment
1 Repair Dutch Creek Flume $13,943 $13,943
2 Rock Tun.
