Introduction and Statement of Qualifications <br /> 1. With a bachelor's degree in mining engineering from Penn State University in <br /> 1977, 1 have worked in the environmental aspects of coal mining since graduation. After <br /> working as a mining site and environmental engineer for Consolidation Coal Company in <br /> southwest Pennsylvania, I moved to Colorado in 1980 and immediately began work on <br /> permitting new coal mine facilities with the Colorado Division of Minerals and Geology (then <br /> the Mined Land Reclamation Division). <br /> 2. Over the past 15 years in Colorado, I have worked on all aspects of mine <br /> permitting, mine reclamation plans, bond estimating, actual reclamation contracting and bond <br /> releases for at least 15 permitted coal mines in the State of Colorado, in addition to other <br /> projects nationally and internationally. <br /> 3. In the summer of 1993, I was hired by MCR to help with some permit revisions <br /> for the mines at Coal Basin. My work was gradually expanded throughout the summer and I was <br /> later assigned the larger tasks of planning and overseeing the actual reclamation of the entire <br /> mine complex. I also designed and submitted the portal reclamation plans for mines #3 and #4. <br /> Mine#5 was reclaimed in the fall of 1993 and active work also took place on various other areas <br /> such as the Sutey Pile and the Rock Tunnel Pile. I was involved in almost all of these projects <br /> to some degree. <br />
