TO: ZACI -I TRUJILLO
FROM: ROB ZUBER ' ` Q 7
SUB NEW ELK TR-65, COMPLETENESS REVIEW
DATE: 4/26/2012
Zach -
INTEROFFICE MEMORANDUM
I have reviewed the portions of TR-65 related to hydrology and have the following items to include in your
completeness letter to NECC.
Also, Zach, you may want to ask for a design on the haul road. Regarding completeness, they do have an analysis of
the capacity of the roadside ditches, so that is not a problem.
Thanks,
Rob
• The design of the DWDA does not include an underdrain to prevent groundwater from saturating the pile.
However, the report by Agapito Associates, Inc. (Design Recommendations for the Proposed West Portal
DWDA, April 16, 2012) does not rule out the possibility of groundwater levels rising to levels near the toe of
the pile. Please include this feature in the design or justify the fact that an underdrain is not needed. Please
refer to Rule 4.10.3.
• Please address the need for additional water monitoring to ensure that the hydrologic balance is being
protected (Rule 4.05.13). The Division believes that the following monitoring points would be beneficial: a
monitoring well in the alluvium between the DWDA and the river, a surface water monitoring point at ditch
D31, and a surface water monitoring point at culvert C27. Please include this monitoring plan in your
submittal or justify the fact that monitoring is not needed.
• Please make sure that energy dissipation is added where needed (Rule 4.05.7), for example the bottom of ditch
D27.
