The inspector met New Elk Coal Company <br />representative, Bobby Steele at the entrance road to Lorencito Canyon. The access code to the Gas company gate <br />did not work properly, so access through the gate was provided by a gas company employee. <br />The mine is a reclaimed surface mine. No mine personnel remain on the site. NECC personnel meet the inspector <br />on the property. No mine facilities remain site. Several gas wells are regularly maintained by Pioneer Gas <br />company employees, and the access road through the Lorencito mine is currently maintained by a third party, gas <br />company representatives, for access to their wells. <br />The weather was dry and windy. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 11 ❑Placement; Drainage Control; Surface <br />Stabilization: <br />All three excess spoil fills; Fill 7, Fill 8, and Fill 9, appeared stable and did not exhibit signs of gullying, <br />sloughing, or slumping. No concerns were identified on any of the fills. On the east side of Fill 8, adjacent to the <br />fill, a gully has formed that will need repair. <br />FISH and WILDLIFE — Rule 4.18: <br />No deer or elk were observed on the reclaimed mine site during the inspection.
