Table 1 also provides the allowable first hit herbaceous cover values (initial <br />value for mountain brush) used in the success evaluations for cover. The basis and <br />calculation of the allowable first hit herbaceous cover is presented beginning on page 10 of <br />the revegetation success evaluation report by ESCO Associates in Attachment E — <br />Revegetation Supporting Documentation. <br />Table 1. Vegetation Cover Sampling Summary, Phase II Bond Release Block and <br />Reference Area (RA), PSCM. <br />Mean for purposes of sample adequacy calculation; uppermost possible value of the mean, <br />15.1 taken forward for use in performance standard calculation; see text. <br />Sample adequacy using first hit cover was met for the Phase II bond release block and the two <br />reference areas. When sample adequacy was calculated using allowable first hit cover, it was <br />met for the Phase II bond release blocks and the sagebrush reference but not the mountain <br />brush reference area. The sampling results and statistics for total first hit cover and allowable <br />first hit herbaceous cover are summarized below in Table 2, Sample Adequacy Summary for <br />Total First Hit Cover, and Table 3, Sample Adequacy Summary for Allowable First Hit <br />Herbaceous Cover. <br />7 <br />
