DEPARTMENT OF NATURAL RESOURCES
DIVISION OF WATER RESOURCES
April 23, 2012 RECEIVED
Mr. Luke Harris, E.I. /APR 012
j-0 BBA Water Consultants. Hickenlooper
Governor
Mike King
Executive Director
Dick Wolfe, P.E.
Director /State Engineer
We have reviewed your May 6, 2011 letter requesting renewal of the substitute water supply plan
for the above referenced gravel pits owned by Valco, Inc. (Valco). The required $771 fee has been paid
(receipt no. 3650220). This approval will cover the period June 1, 2011 through May 31, 2013.
Plan of Operation
Valco has stopped or is in the process of stopping gravel mining operations at the three pits listed
above and is preparing to sell the pits. If sale of the pits is not possible at this time, the applicant will
need to include the pits in a permanent plan for augmentation. Valco has stopped excavation operations
at the three pits; however, previously mined gravel inventory continues to be hauled off -site at the Rocky
Ford East Pit. The maximum expected ground water surface areas that will be exposed during the term
of the SWSP are summarized below.
Depletions
The maximum annual consumption that will occur during this plan at each pit is given below.
Both the Canon City East Pit and the Lamar East Pit are within 100 feet of the Arkansas River.
Therefore, you state that depletions to the river system are considered instantaneous and will occur
within the same month as the accounting. We have accepted this assumption for the current
approval period; however, please refer to Condition of Approval No. 5, below, for requirements of
future renewal requests. The monthly accounting projections for these two pits are given in your
Tables 2 and 4, respectively. The Rocky Ford East Pit is greater than 100 feet from the Arkansas, and
Office of the State Engineer — T r , a S, [--
1313 Sherman Street, Suite 818 - Denver, CO 80203 - Phone: 303 - 866 -3581 - Fax: 303 - 866 -3589
www.water.state.co.us
Pre -1981
Post -1981
Pit
Well Permit No.
Well ID
Total Exposure
Exposure
Exposure
(acres)
(acres)
Canon City East
52183 -F
1205760
30.1
15.4
14.7
Rocky Ford East
52017 -F
1705986
473
17.4
29.9
Lamar East
52184 -F
6706363
35.4
13.2
22.2
