TWENTYMILE COAL, LLC - FOIDEL CREEK MINE (C -82 -056) <br />MINOR REVISION MR12 -260 -16 -LEFT ROAD MODIFICATIONS <br />TECHNIICAL ADEQUACY RESPONSES - 04/18/12 <br />1. Proposed revised page 2.05- 45.22, paragraph 2, states that a total of nine culverts will be installed <br />along the light -use road to pass natural drainage under the road The revised Exhibit 49Z Figure <br />1 only shows the location of eight culverts. Please revise the proposed text or the proposed Figure <br />I to identify the correct number of culverts to be installed to address road drainage. <br />Response: It is anticipated that at least eight culverts will be required (as shown on EX49Z -F1), and <br />one additional culvert may be needed in the low area along the road just north of the facilities pad. If <br />the additional culvert is required, TC will revise Figure EX49Z -F1, and submit as an "as- built" <br />drawing, showing the location of the additional culvert. <br />2. It is noted that the two culverts south of the 17 -Left Pad and the culvert adjacent to the 16 -Left Pad <br />are designed culverts. The Division currently approved designs identified in Exhibit 49Z as 16 Left <br />Borehole East Culvert Design and 16 L Borehole. West Culvert. Please identify these designed <br />culverts on Figure 1 of Exhibit 49Z, and acknowledge if the design criteria will remain <br />unchanged with the proposed changes outlined in MR260. <br />Response: The referenced culverts are already in- place, and are sized consistent with the original <br />design information submitted as part of TR11-78. Figure EX49Z -F1 has been revised to include <br />labeling for these culverts that is consistent with the corresponding text references. Copies of the <br />revised figure accompany these responses for replacement in the PAP. <br />3. Approved Exhibit 49Z - Figure 2 identifies two drill pad topsoil stockpiles north west of the 16 Left <br />Pad, with one on the east side of the Light -Use Road and one on the West side of the Light -Use <br />Road. The proposed Exhibit 49Z - Figure 1, submitted with MR260 changes the location of these <br />topsoil stockpiles to an area directly east of the 16 -Left Pad. Please revise Exhibit 49Z - Figure 2 <br />to reflect the proposed changes identified in MR260. <br />Response: Figure EX49Z -F2 has been revised for consistency with the updated Figure EX49Z -F L <br />Copies of the revised figure accompany these responses for replacement in the PAP. <br />4. The Division has compiled the attached reclamation cost estimate for the tasks associated with the <br />reclamation of the activities proposed under Minor Revision 260. This estimate is sufficient to <br />reclaim all areas associated with the proposed activities under MR260. TCC submitted a <br />reclamation cost estimate in the amount of $10,000.00. The Divisions total reclamation costs <br />associated with these activities are estimated to be $8,991.90. Please acknowledge if TCC <br />concurs with the Division's estimate or would like to use the TCC estimate provided <br />Response: TC accepts the Division's bond reclamation cost estimate for MR12 -260, and will insert <br />this estimate in Appendix A -1 as back -up documentation for the required incremental bonding. Please <br />note that the recently approved Self -Bond Rider assures that the Division has sufficient bond to <br />address the updated total bond liability. <br />
