Mining Plan <br />6.3.3 EXHIBIT C <br />6.3.3 Mining Plan description: <br />The purpose of the mining plan is to describe how mining will affect the permit area for the <br />duration of the operation. This plan must be correlated to Exhibit E — Map. The <br />description of the mining plan must be adequate to satisfy the requirements of Section 3.1 <br />and demonstrate compliance with Rule 3. At a minimum, the Operator /Applicant must <br />include the following information: <br />(1) The purpose of the mining plan is to describe how mining will affect the <br />permit area for the duration of the operation. This plan must be correlated <br />to Exhibit E — Map: <br />(a) The estimated dates mining will begin and end: <br />Mining operations will begin once all required permits are in place. This is a CDOT highway <br />project and should not last more than six months once the project begins. The Operation will <br />remove approximately 106,000 cyds of borrow material with site reclamation completed prior to <br />the end of 2012. Approximately 6,000 cyds will be used on -site as fill. <br />(b) The estimated depth topsoil will be salvaged, specify how the topsoil <br />will be stockpiled and stabilized with a vegetative cover or other <br />means until used in reclamation. Topsoil stockpiles must be protected <br />from mine operations traffic, stream channels or drainageways. The <br />location must be shown on Exhibit E — Map: <br />The NRCS soil survey indicates there is up to 60 inches available for salvage from soil unit 3 and <br />4. Soils unit 4 is composed of a surface layer of loam and silty clay loam from 3 inches to 60 <br />inches. The other unit, unit 66, is steep hills and cliffs, with little actual topsoil present. In <br />addition, there are sufficient soil resources available in unit 4 to meet topsoil replacement needs. <br />Topsoil necessary for site reclamation from unit 4 will be stockpiled to meet the replacement <br />depths of 4 to 8 inches. <br />The topsoil stockpile location is such that topsoil will be moved only twice, once when <br />stockpiled and again when placed on final regrade. The topsoil stockpile location is not in <br />drainageways and will be marked as topsoil to protect it from mining operations. Approximately <br />11,261 cubic yard of topsoil will be stockpiled for future site reclamation. Storm water <br />management controls will be implemented around the topsoil stockpile as appropriate. The <br />stockpile location may be found in Exhibit E, Mine Plan Map. <br />Given the short duration of the borrow operation, the topsoil stockpile will not be seeded. <br />Topsoil stockpile will be left rough and as placed. Once borrow material is removed and final <br />grading and discing is complete, the topsoil stockpile will be removed and the topsoil replaced on <br />the fmal regrade. The topsoil stockpile location will then be reclaimed. <br />19 <br />
