Response to DRMS Adequacy Review — Cotter JD -8 Mine Reclamation Plan Amendment
the ventholes plugged permanently. This cover material will be slightly mounded so that
after natural compaction there will not be a depression remaining to collect any surface
water. This area will then be scarified and seeded.
The soil cover material in the areas of the proposed vent holes will be salvaged, and
stored adjacent to the vent hole areas, and seeded to reduce erosion potential.
Access roads to the ventholes will have water bars constructed as necessary to minimize
the potential for erosion, and then will be scarified and seeded, and then closed to
vehicular access unless DOE wants them left open.
Power lines to the mine portal and ventholes will be supplied by San Miguel Power
Association (SMPA). SMPA will be responsible for the initial installation to supply the
power lines, and the final removal of the power lines after Cotter Corporation does not
require power to the mine facilities.
Timing for the placement of seed will be directly following placement of the soil cover
material, prior to the cover material forming a hard crust. Preferably this will be in either
the spring or fall, but experience indicates that getting the seed on the soil cover material
soon after placement of the soil cover material is more important than the time of year the
seed is placed to the success of the seeding effort. A copy of the current DOE seed mix is
attached on the next page.
Page A -15
