General Introduction
In 1979, Peabody Coal Company (Peabody) retained Mariah Associates, Inc. to conduct a
baseline wildlife investigation at Peabody's Nucla Mine located in Montrose County,
Colorado, approximately 2.5 miles northwest of the town of Nucla. The scope of that
investigation was reviewed with both Colorado Mined Land Reclamation Division (CMLRD) and
Office of Surface Mining Reclamation and Enforcement (OSMRE) staff on May 25, 1979, prior
to commencing field activities. Personnel in attendance at the meeting included:
Personnel Company/Agency
Tom Wainwright Peabody
Bill White Peabody
Tom Turner Mariah Associates, Inc.
Rocky Beavers OSMRE
Mark Humphrey OSMRE
Shirley Lindsey OSMRE
Ron Naten OSMRE
Rob Starr OSMRE
Roger Funsten CMLRD
The baseline wildlife investigation resulted in a report, prepared by Mariah Associates,
Inc., which was inserted in a Permit Application Package (PAP) submitted in April 1980.
Approval of the PAP in May, 1983, resulted in the issuance of Permit No. C-008-81. In
September 1983, the Nucla Mine went into a temporary cessation of operations due to the
closing of the Colorado Ute Nucla Generating Station.
On November 24, 1986 Peabody submitted Revision No. 1 to Permit No. C-008-81. That
revision consisted of a completely new PAP in order to respond to mid-term comments,
update the PAP information, and reopen the mine to supply coal for test burns at the
retrofitted Nucla Generating Station. However, the original baseline wildlife report
remained valid for the new PAP since all disturbances associated with reopening the mine
were proposed in areas covered under Mariah's original investigation. Tab 11, Addendum
11-1 contains the original Mariah report along with the associated exhibits (Appendix
11-A) and data (Appendix 11-B).
Fish and wildlife resource studies were conducted by Peabody biologists in 1987 and 1988
11-1 Revised 04/11/88
