The roads were inspected by <br />Agapito Associates, Inc. (AAI) on February 22, 2012. The attached map shows the roads <br />designated as haul roads at the time of the inspection. <br />I, Philip W. Patton, P.E., supervised the inspection of the haul roads and evaluated the <br />results of the inspection. I hereby certify that to the best of my knowledge and belief, the roads <br />have been constructed in accordance with the performance standards of Rule 4.03.1 of the <br />Regulations of the Colorado Mined Land Reclamation. <br />
