Please update these maps and submit <br />three certified copies of each map to the Division for review. <br />a. Map 4 — Slope Bottom Area - Apache Seam (The "current permit" line may be incorrect). <br />b. Map 5 — Geology <br />c. Map 7 — Cross - Sections — Coal Seams <br />d. Map 9 — Soils <br />e. Map 10 — Vegetation <br />f. Map 11, Sheets 1 -3 (these show pieces of the permit boundary, depending on the area <br />shown, but some of the pieces do not show the correct permit boundary), <br />g. Map 11A — Apache Canyon Air Shafts <br />h. Map 13, Sheet 1 — Sediment and Surface Water Control Plan <br />i. Map 13B — Post - Mining Topography, Drainage Basins <br />j. Map 14 — Sediment Control Plan West Mine <br />k. Map 16 — Surface Disturbance — West Portal <br />1. Map 17 — Post - Mining Topography and Cross - Sections <br />m. Map 21 — Non -Coal Waste Disposal Area <br />28. The permit currently contains Map 22 — Mine Progress. This map shows the progress of the <br />mine, as stated in the title. However, this map has not been updated since 5 July 1982. Please <br />either update this map or delete it. If NECC decides to keep this map, please include a plan for <br />regularly updating this map to keep it somewhat current. <br />29. Map 24 — Refuse Area also has the incorrect permit boundary and needs to have the new permit <br />boundary included on the map. In addition to the permit boundary being incorrect, this map has <br />not been updated since 15 November 1995. Please update the permit boundary on Map 24 and <br />review the map for accuracy and update it as necessary. <br />30. Exhibit 8 -4 contains maps that show the location of wells, surface water and other hydrologic <br />features. Plates 2, 3 and 4 show the old permit boundary. Please update Exhibit 8 -4 plates 2, 3 <br />and 4 with the new permit boundary. <br />31. The map 20 series of maps is the structural inventory of all structures within and adjacent to the <br />permit boundary. This information is also listed in the permit text beginning on page 2.05 -93 <br />and Table 42 in Exhibit 42. Please ensure that all structures, including non - producing and <br />abandoned gas wells, in the permit boundary and within one half mile of the permit boundary are <br />included in the structural inventory and on these maps. <br />Rule 3.02 — Performance Bond Requirements <br />Rule 4.02 — Signs and Markers <br />New Elk Mine PR -04 PAR Letter <br />Page 6 of 7 <br />32. Since NECC is not proposing any surface disturbance with PR -04, there will be no increase in <br />the mines reclamation liability as a result of this revision. <br />33. NECC is proposing to increase the permit boundary by 1,618.7 acres. Pursuant to Rule 4.02.2, <br />upon final approval of PR -04 please ensure that mine identification signs are placed at the <br />entrance to all public roads.
