OBSERVATIONS <br />PERMIT #: M- 2001 -051 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: April 16, 2012 <br />This was a Succession of Operators inspection of the North Taft Hill Expansion Site M2001 -051, a 112c sand <br />and gravel permit now operated by Martin Marietta Materials (MMM). The inspection was conducted by Eric <br />Scott of DRMS. DRMS visited the site with MMM representative Julie Mikulas at approximately 10:00, and <br />also encountered the property owner, Mr. Seaworth, during the course of the inspection. The site is currently in <br />its second 5 year period of Temporary Cessation (TC). <br />The site is only about 25% disturbed at this time, with a dry, approximately 5 acre, excavation on the southeast <br />end of the permit area, and a small pond in the southwest corner of the permit area. This approximately 2.5 acre <br />pond was previously included in a Lafarge combined Substitute Water Supply Plan (SWSP) which included this <br />and several other nearby sites. As stated on the first page of this inspection report, MMM will need to provide <br />documentation to DRMS to demonstrate that since the transfer of the operation to MMM, the operation is still <br />in compliance with the Office of the State Engineer (SEO) exposed groundwater requirements. <br />The remainder of the site is undisturbed and is still being used/farmed by the property owner. The bond <br />currently held by the state would be adequate to complete reclamation at this time, and would include <br />backfilling the currently exposed groundwater pond to at least two feet above groundwater. An aerial photo of <br />the site in its current condition was submitted with the 2011 annual report. <br />As noted on the first page of this report, two issues were identified during the inspection and will need to be <br />addressed. In addition to the requirement to demonstrate compliance with the SEO exposed groundwater <br />requirements, the site identification sign and permit boundary markers will need to be replaced — in particular <br />the markers for the south area of the permit were the boundary is not defined by existing fences and borders the <br />Home Office permit (M1977 -439). The small lake in the southwest part of the permit area is still under MMM <br />permit although it appeared to be in use by the property owner for recreational purposes. <br />A large amount of cheat -grass was previously observed in the currently disturbed area of the site. This cheat - <br />grass will need to be eliminated and all noxious weeds will need to be controlled at the site - even during <br />periods of TC. <br />Inspection Contact Address <br />Julie Mikulas <br />Martin Marietta Materials, Inc. <br />1800 N.
