I. INTRODUCTION <br /> The Mined Land Reclamation Division (MLRD) transmitted a letter <br /> dated March 25, 1986 to Peabody Coal Company (PCC) regarding the <br /> Nucla Mine Mid-Term Review. In the course of this review, MLRD <br /> scrutinized the permit application, the findings document, the <br /> stipulation responses, the revisions to the permit, the monitoring <br /> reports and the inspection and enforcement reports. In particular, <br /> hydrologic monitoring data were reviewed to assess the hydrology <br /> monitoring program and the discussion in the permit of observed and <br /> predicted hydrologic impacts. Problems and observations from past <br /> inspection reports were also considered. <br /> One of the most important items discussed in the Mid-Term Review <br /> was the requirement to submit an Annual Hydrology Report (AHR). <br /> Upon agreement with the MLRD staff, a submittal deadline of <br /> December 31, 1986 was set (letter dated July 24, 1986 from Mr. <br /> Peter O'Connor (MLRD) to Mr. Jim Lunan (PCC)) . This first AHR <br /> would report, interpret, and discuss all surface and ground water <br /> data collected at the mine since the beginning of 1980, including <br /> addressing all additional items or concerns brought forth in the <br /> Mid-Term Review. For all intents and purposes, this first AHR was <br /> submitted as Section V, Permit Revision Hydrology of the Nucla Mine <br /> Permit Revision on November 24, 1986. The only aspect of this <br /> Permit Revision which precluded it from being an AHR was that the <br /> data for the period-of-record which were reported and discussed did <br /> not include the last two months of the 1986 Water Year, August and <br /> September. Data for these months have been incorporated into this <br /> report. Where pertinent, the interpretation and discussion of <br /> these data have been revised accordingly. Finally, in a number of <br /> instances, commitments were made in Section V of the Permit <br /> Revision which pertained to hydrology issues or concerns that would <br /> be addressed in this first AHR; all of these commitments have been <br /> met in this AHR. <br /> The Nucla Mine Permit (No. C-81-008) was issued on May 26, 1983 for <br /> 1 <br />
