packaged slurry product. The blasting ratio, pounds of overburden per pound of <br /> explosive, will vary from one to one to three to one. Priming of the blasting agent shall <br /> be accomplished with cast primers. These primers will be detonated with either detonating <br /> cord or MS nonel primadet down hole delays if required. A certified blaster will <br /> determine the amount of explosive, decking, delays, and stemming required for each blast <br /> hole. <br /> Coal and parting drilling and blasting procedures are performed in the same manner as the <br /> overburden, except the drill pattern may be slightly smaller, 81x8' to 9'x121, due to the <br /> smaller thickness of material to be blasted. More packaged products may also be used due <br /> to increased moisture in the holes. <br /> To insure proper fragmentation, control of ground vibration, air shock, and flyrock, and <br /> to minimize dust generation, various delay systems will be placed in the blast pattern. <br /> These systems include noiseless trunkline primadet delays, MS surface connectors, and <br /> MS-LP nonel primadet down hole delays. <br /> The certified blaster in charge of the blasting operation will physically barricade or <br /> block all access roads into the blasting area, check the entire blast area for <br /> unauthorized persons or livestock, then give instructions to sound the warning signal of <br /> an impending blast. After the shot has been fired, the all-clear signal will be given <br /> upon instructions from the blaster after the blast site has been inspected for any <br /> potential hazards. <br /> All drilling, loading, and blasting of drill holes will be performed in accordance with <br /> the Colorado State Coal Mining Laws (Article 10, Section 2 and Article 11, Sections 1-12), <br /> Mine Safety and Health Act (30 CFR 77.1300-77.1304), Federal Bureau of Alcohol, Tobacco <br /> and Firearms (ATF), Internal Revenue Service (Title 26, Part 181, Commerce in Explosives), <br /> and Peabody Coal Company safety rules and regulations. <br /> Blasting Limitations <br /> Airblast. Electric blasting caps, noiseless NONEL detonating equipment, and various <br /> delay systems will be utilized to reduce airblast effects and noise. Airblast will not <br /> exceed the limits in Table 14-1 at the location of any dwelling, public building, school, <br /> church, or community or institutional building outside the permit area except at such <br /> 14-2 Revised 04/11/88 <br />
