TAB 13 <br /> FACILITIES <br /> Introduction <br /> This chapter contains a description of the existing and proposed structures to be used in <br /> connection with or to facilitate the surface coal mining and reclamation activities at the <br /> Nucla Mine and Nucla East areas described in the Coal Recovery and Protection Plan, Tab <br /> 12. It is important to remember that the Nucla Mine is an existing mine which requires <br /> various support facilities (see Exhibits 12-2 and 13-1). The existing facilities have <br /> been previously approved by CMLRD in issuing permits for mining in the Nucla Mine area. <br /> Construction of the original facilities at the Nucla Mine began prior to Peabody's <br /> acquisition of the mine in 1963. The old office-shop area was removed in 1986-1987 when <br /> the mine was reopened and Area No. 4 mined. The existing Nucla Mine facilities were <br /> constructed or modified in 1987 to support the mining operations and comply with the <br /> applicable rules and regulations. Construction of the Nucla East facilities is expected <br /> to commence in late 1988. With a limited coal contract from Peabody's customer <br /> (approximately two years), the proposed Nucla East facilities will be minimal (see Exhibit <br /> 12-3 and 13-2). The following describes the existing and proposed structures at the Nucla <br /> and Nucla East areas, respectively. <br /> Sediment and Water Control Facilities Plan <br /> Peabody utilizes various types of structures to control the runoff from disturbed areas <br /> within the permit boundaries at the Nucla Mine. In addition, surface mining activities <br /> will be planned and conducted to minimize disturbance of the prevailing hydrologic balance <br /> in both the mine plan and adjacent areas in order to prevent long-term adverse changes in <br /> the hydrologic balance. <br /> Sediment control measures will include proper utilization of mining and reclamation <br /> methods and sediment control practices singly or in combination. Sediment control methods <br /> may include, but not be limited to the following: <br /> 1. Disturbing the smallest practicable area at any one time during the mining and <br /> construction operation; <br /> 13-1 Revised 04/11/88 <br />
