Sedimentation Structure 003 is located along the central, west edge of Section 31, <br /> Township 47 North, Range 15 West at the Nucla Mine (see Exhibit 13-4). This structure <br /> receives runoff from a very small drainage area (approximately 0.6 acres) which includes a <br /> reclaimed haul road, the immediate reclaimed area, and the area around the existing <br /> sedimentation structure. The drainage area was mined, regraded, and reclaimed by 1981. <br /> No new mining disturbance is planned in this watershed. The existing structure has a <br /> capacity of 0.006 ac-ft. (see Exhibit 13-10) and would continue to perform the function of <br /> a sediment trap until bond release is approved for this area. Any new excavation and <br /> remedial work on the existing structure could possibly disrupt the overall hydrologic <br /> balance of the watershed more than leaving the present conditions undisturbed. <br /> Based on the criteria of 4.05.2(3), Peabody requested and received from CMLRD in May 1983 <br /> and reaffirmed in 1986 Permit Revision No. 1, an exemption from the requirements of the <br /> sedimentation pond regulations (4.05.6) for this structure. <br /> Discharge Structures <br /> Discharge from sedimentation ponds, diversions and pit dewatering will be controlled by <br /> energy dissipators, riprap channels, and other means or devices, where necessary, to <br /> reduce erosion, to prevent deepening or enlargement of stream channels, and to minimize <br /> disturbance of the hydrologic balance. Discharge structures will be designed according to <br /> standard engineering design procedures. <br /> Transportation Facilities <br /> Existing and Proposed Haulage Roads. The following describes the design and construction <br /> of 0.52 miles of haul roads at the Nucla Mine. A new haulage road outside areas disturbed <br /> by mining and reclamation activities is proposed for this Permit Revision in the Nucla <br /> East area (see Exhibit 13-21). <br /> General Requirements. Peabody will construct, maintain and reclaim haul roads to <br /> minimize erosion and siltation, air and water pollution and damage to public and private <br /> property. To the extent possible, using the best technology currently available, haul <br /> roads will not cause damage to fish, wildlife, or related environmental values and will <br /> not cause additional contributions of suspended solids to streamflow or to runoff outside <br /> the permit area.
