O'Connor
Page 2
March 25, 1987
Submittal of new Exhibits Eliminate existing
13-1a and 13-1b Exhibit 13-1 ,
insert new
Exhibits 13-1a and
13-1b; revised
list of Exhibits
on Application
Form; revised page
ii , Tab 13; and
editorial changes
on other pages
As discussed in our meeting on 2/27/87, Tab 13 of the
current Nucla Permit Revision includes an alternate
revegetation success standard for vegetative production.
The proposed method centers on the use of the potential
productivity of the two soils present on the Nucla Mine
site (Shavano and Persayo series) as specified on the SCS
Form 5 Soil Survey Interpretations . As noted in the
comments to the PAR, the potential production values were
determined from production data collected on typical
examples of these soils during the county-wide soil survey
conducted by the SCS. The potential production values for
the two soils were obtained over the phone from Barb
Cencich, SCS Soils Party Leader out of Montrose, Colorado.
Upon receipt of the hard copy SCS Form 5's from the
Montrose SCS office, it became apparent that incorrect
information had been provided. This was confirmed in a
phone conversation to Ms. Cencich on 3/23/87.
As a result of this situation a slight modification to the
production values presented in the alternate production
standard will be made as shown on revised page 13-20a.
For the Shavano series, the 600 lb/acre value will be
dropped and a 500 lb/acre value will be substituted. This
modification is necessary since the 600 lb/acre value came
from a phase of the Shavano series located near Ridgeway,
Colorado - an area with higher precipitation and deeper
soils than at Nucla. The new value proposed is 500
lbs/acre or the potential production in favorable years
for the Shavano series as shown on the enclosed SCS Form
5's. The value for favorable years is to be used because
it correlates reasonably well with the production data
collected on the Grassland Reference Area in 1979 (i .e.
571 lbs/acre, average precip-Itation year) .
