The revised standard, as discussed in the February 27 meeting, is <br /> presented as follows. All dryland pasture areas and rangeland areas <br /> receiving ten (10) inches of topsoil will achieve a standard of not less <br /> than 90 percent of 600 lbs per acre of herbaceous production with 90 <br /> percent statistical confidence. The 600 lbs per acre production value <br /> represents the potential productivity for the Shavano soil . the <br /> remaining areas (excluding any remaining pre-law areas yet to be <br /> reclaimed or previously mined areas reaffected by current operations) <br /> will be compared to the potential productivity (175 lbs per acre) for <br /> the Persayo soil . The herbaceous production for these areas will be <br /> considered acceptable if it is not less than 90 percent of 175 lbs per <br /> acre with 90 percent statistical confidence. <br /> One additional modification to the permit associated with this <br /> production standard will be revisions to Exhibit 13-1 "Postmining <br /> Vegetation Maps" . New Exhibit 13-1a shows those areas reclaimed as <br /> dryland pasture or rangeland receiving 10 inches of topsoil (i .e. , 600 <br /> lb/acre standard) and those rangeland areas receiving less than 10 <br /> inches of topsoil (i .e. , 175 lb/acre standard) . Topsoil replacement <br /> depth information will be shown on Exhibit 13-1b "Postmine Soils <br /> Replacement Depths" . The exhibits will also be keyed to indicate the <br /> regulatory requirements that the various areas to be reclaimed are <br /> under. As an example, the dryland pasture areas and much of the <br /> rangeland areas are under the full current regulatory program and must <br /> meet the various vegetative parameters approved under the current Nucla <br /> Permit. Areas reaffected by mining will be reclaimed to rangeland, but <br /> only the parameter of cover need be evaluated as detailed earlier in the <br /> cover discussion. <br /> As stated earlier, the production standard does not apply to areas <br /> previously mined and which will be reaffected by mining. <br /> Species Diversity. The standard as presented in the Nucla Permit <br /> Revision will remain essentially unchanged with the following <br /> exceptions . The three grasses, one forb, and one shrub will each have <br /> relative cover values of 3 percent or greater with no one species <br /> 23 <br />
