The revised standard, as discussed in the February 27 meeting, is
presented as follows. All dryland pasture areas and rangeland areas
receiving ten (10) inches of topsoil will achieve a standard of not less
than 90 percent of 600 lbs per acre of herbaceous production with 90
percent statistical confidence. The 600 lbs per acre production value
represents the potential productivity for the Shavano soil . the
remaining areas (excluding any remaining pre-law areas yet to be
reclaimed or previously mined areas reaffected by current operations)
will be compared to the potential productivity (175 lbs per acre) for
the Persayo soil . The herbaceous production for these areas will be
considered acceptable if it is not less than 90 percent of 175 lbs per
acre with 90 percent statistical confidence.
One additional modification to the permit associated with this
production standard will be revisions to Exhibit 13-1 "Postmining
Vegetation Maps" . New Exhibit 13-1a shows those areas reclaimed as
dryland pasture or rangeland receiving 10 inches of topsoil (i .e. , 600
lb/acre standard) and those rangeland areas receiving less than 10
inches of topsoil (i .e. , 175 lb/acre standard) . Topsoil replacement
depth information will be shown on Exhibit 13-1b "Postmine Soils
Replacement Depths" . The exhibits will also be keyed to indicate the
regulatory requirements that the various areas to be reclaimed are
under. As an example, the dryland pasture areas and much of the
rangeland areas are under the full current regulatory program and must
meet the various vegetative parameters approved under the current Nucla
Permit. Areas reaffected by mining will be reclaimed to rangeland, but
only the parameter of cover need be evaluated as detailed earlier in the
cover discussion.
As stated earlier, the production standard does not apply to areas
previously mined and which will be reaffected by mining.
Species Diversity. The standard as presented in the Nucla Permit
Revision will remain essentially unchanged with the following
exceptions . The three grasses, one forb, and one shrub will each have
relative cover values of 3 percent or greater with no one species
23
