to thickspike wheatgrass, thus retaining the species would be more
duplication than diversification. The new taxonomic interpretation is
that streambank wheatgrass is essentially a subspecies of thickspike
wheatgrass and both have been included under one species , Elymus
lanceolatus (Scribn & Sm. ) Gould.
Comment 7.
RESPONSE:
The Nucla Permit Revision contains proposed changes pertaining to
"Testing for Successful Reclamation" on Pages 13-17 through 13-23. As
requested, these proposed changes were reviewed with the Division
(represented by Mike Savage and Peter O'Connor) in Denver on Friday,
February 27, 1987. The results of these discussions and additional
requested information or procedures are detailed under each of the
following five revegetation success parameters. Please note that
revised text pages in Tab 13 reflecting the following discussion have
been included with the general package of revised pages being submitted
for the Nucla Permit.
Cover. The cover standard will remain essentially unchanged from that
which was submitted in the Permit Revision. The only change to be made
involves the method of comparison of the reference area to the
revegetated areas . Total vegetative cover on the revegetated areas will
be compared statistically to the total vegetative cover of the reference
areas . The upland sagebrush reference area will continue to be used as
the basis for the cover standard. All revegetated areas that are
covered under the current Colorado Permanent Regulatory Program,
excluding areas which are to be redisturbed and which were previously
mined, are to have the above standard applied.
For those areas previously mined, and which are to be reaffected under
the mine and reclamation plan detailed in this Permit Revision, the
requirements of Rule 4. 15. 10 apply. The ground cover in these areas
(including all or portions of Mining Areas 2, 3, 4, and 5) will riot be
less than that which can be supported by the best available topsoil or
other suitable material in the reaffected areas , will not be less than
-)0
L
