The new taxonomic interpretation is <br /> that streambank wheatgrass is essentially a subspecies of thickspike <br /> wheatgrass and both have been included under one species , Elymus <br /> lanceolatus (Scribn & Sm. ) Gould. <br /> Comment 7. <br /> RESPONSE: <br /> The Nucla Permit Revision contains proposed changes pertaining to <br /> "Testing for Successful Reclamation" on Pages 13-17 through 13-23. As <br /> requested, these proposed changes were reviewed with the Division <br /> (represented by Mike Savage and Peter O'Connor) in Denver on Friday, <br /> February 27, 1987. The results of these discussions and additional <br /> requested information or procedures are detailed under each of the <br /> following five revegetation success parameters. Please note that <br /> revised text pages in Tab 13 reflecting the following discussion have <br /> been included with the general package of revised pages being submitted <br /> for the Nucla Permit. <br /> Cover. The cover standard will remain essentially unchanged from that <br /> which was submitted in the Permit Revision. The only change to be made <br /> involves the method of comparison of the reference area to the <br /> revegetated areas . Total vegetative cover on the revegetated areas will <br /> be compared statistically to the total vegetative cover of the reference <br /> areas . The upland sagebrush reference area will continue to be used as <br /> the basis for the cover standard. All revegetated areas that are <br /> covered under the current Colorado Permanent Regulatory Program, <br /> excluding areas which are to be redisturbed and which were previously <br /> mined, are to have the above standard applied. <br /> For those areas previously mined, and which are to be reaffected under <br /> the mine and reclamation plan detailed in this Permit Revision, the <br /> requirements of Rule 4. 15. 10 apply.
