permit period. The actual disturbance area for Mine Areas 2 and 3 (34.7
acres) is considerably less than the baseline soil survey area ( 103.6
acres) .
The actual map unit areas presented in Tables 9-3-2, 9-3-3, and 9-4-3
were reexamined. Some discrepancies were identified in previous Table
9-3-2 ( i .e. , Map Unit 13) . Appropriate corrections have been made to
revised Table 9-3-2 and additional Table 9-3-3.
Comment 5.
RESPONSE:
The proposed topsoil stockpile locations shown on Exhibit 9-3, Topsoil
Balance Plan, will be identified by number 9 (new shop/facilities area) ,
10 (Mine Areas 2/3, west site) , 11 (Mine Areas 2/3 , east site) , and 12
(Mine Area 5) . The new topsoil stockpile identification numbers are
included on revised Exhibit 9-3 (Topsoil Balance Plan) .
Comment 6.
RESPONSE:
The eastern proposed topsoil salvage area shown on Exhibit 9-3, Topsoil
Balance Plan, is a corridor which corresponds to the coal haulage ramp
identified on Exhibit 12-1, Operations Plan.
The western proposed topsoil salvage area is included as a grading
buffer zone associated with spoil pile reduction and final grading
immediately north of this reclamation block. Spoil piles currently
exist within 30 feet of this topsoiled reclamation area. The grading
equipment (dozers , scrapers , front-end loaders) may require additional
room to maneuver. Therefore, this topsoil will be salvaged if space
limitations are evident or if there is even a remote chance for topsoil
contamination.
Comment 7.
RESPONSE:
The proposed topsoil salvage areas located directly north and northeast
of the pits in Mine Area 1 (see Exhibit 9-3, Topsoil Balance Plan) are
14
