utilized to reclaim 10.5 acres of pre-law spoil piles/pits and 2.2 acres
of pre-law facilities. Second, the 2.0 acres of nontopsoiled, seeded,
regraded spoil in Mine Areas 2 and 3 will be topsoiled as shown in Table
9-3-3. In summary:
Previous disturbed land total - 63.76
Pre-law spoil piles/pits - 10.50
Pre-law facilities - 2.20
Nontopsoiled, regraded, seeded spoil - 2.00
Revised disturbed land total - 49.06
Comment 2.
RESPONSE:
The Topsoil Balance Plan (Tab 9, Attachment 9-3) has been updated to
incorporate the following changes:
1. Separate topsoil balances were prepared for Mine Areas 2 and 3
(new Table 9-3-3) and Mine Areas 1, 4, and 5 (revised Table 9-3-2) .
2. Topsoil replacement depths will be 6 inches for Mine Areas 2
and 3. The majority of this area was disturbed by previous mining
activity and subsequently reclaimed. In accordance with Permit
75-36, 4 to 8 inches of topsoil/subsoil material was replaced.
Therefore, a 6 inch mean topsoil/subsoil replacement depth over 3.5
feet of suitable spoil is justified for Mine Areas 2 and 3 for this
Permit (C-008-81) Revision.
3. The topsoil replacement depth for post-mine rangeland
reclamation areas will be 10 inches.
4. The topsoil replacement depth for post-mine dryland pasture
reclamation areas will be 15 inches.
5. Suitable overburden/spoil materials will be utilized to
topdress the redisturbed areas that were previously mined pre-law.
6. Topsoil will be utilized on pre-law areas only if excess
quantities are available after topsoiling the post-law rangeland
and dryland pasture reclamation areas.
7. The various soil replacement depth categories are indicated by
mine area on Exhibit- 13-1b, Postmine Soil Replacement Depths.
12
