April 10, 2012 C- 1981 - 022 /Elk Creek Mine BFB <br />Culvert DBa (south of the rock dust tank) is shown on Map 2.05 -M4 passing under the light use road delivering <br />water from Ditch D6 to Ditch D2 west of the main haul road and ultimately through sediment traps to Elk Creek. <br />Jim Kiger explained that due to the amount of rock dust from the nearby rock dust tank that was collecting in <br />Ditch D6, the culvert was redirected to pass under the main haul road delivering water to ditch D5 which drains to <br />D Pond. This change in culvert design needs to be documented on mine maps and it also needs to be determined <br />that Pond D is sufficiently designed to handle the additional runoff from the slope above Ditch D6. <br />Ditch D5 middle (south of lamp house) needs to have soil debris removed (photo 1), be excavated for better water <br />holding capacity (photo 2) and have steel panels removed (photo 3). <br />Ditch D6 (behind Elk Creek Fan), ditch D4 and ditch along West Valley Haul Road are clean and appear to be <br />functioning properly. <br />The sediment traps at culvert DB (north of lamp house) need to be cleaned. The culvert at the bend in the West <br />Valley Haul Road below the cemetery needs to be cleaned. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />The coal waste was recently compacted on the II West Refuse Pile. Soil was being salvaged from the <br />hillside and placed on the down -slope of the refuse pile in preparation for seeding. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.032(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />All roads in the mine facility area were well maintained and passable. A water truck was spraying water <br />for dust suppression on the haul roads. Many sizable rocks had fallen onto the Hubbard Creek county road from <br />the steep cliff areas above. The road is still passable but the county needs to clear the rock debris. The Bear Creek <br />road was well maintained and has two locked gates to control traffic. <br />REVEGETATION — Rule 4.15 Vegetative Cover; Timing: <br />Plants and grasses were starting to sprout on the Hubbard Creek Fansite. Jim Kiger said the area was <br />seeded last spring and last fall. Most species at this stage were too young to identify. Weeds will be treated later <br />in the growing season <br />SUPPORT FACILITIES - Rule 4.04: <br />The second Bear Creek fan was being assembled. The site is well maintained and clean. The fence is <br />down during the construction. <br />SIGNS AND MARKERS — Rule 4.02: <br />The boundary disturbance markers are in place around the Bear Creek Fansite during construction. Mine <br />ID signs were in place at the main entrance, east yard entrance, along HWY 133 and the Hubbard Creek Fansite. <br />Top soil signs were in place at the Elk Creek topsoil pile and II West 1 topsoil stockpile.
