May, <br /> P.E. , consultant to the National King Coal Mine. I found Mr. May 's design <br /> analysis to be clear, concise and technically sound. The pile is proposed to <br /> accommodate approximately 30 ,000 cubic yards of reject rock waste. A size <br /> gradation analysis is provided. Lacking a discrete laboratory material shear <br /> strength analysis, W. May assumes properties observed and reported in recent <br /> U. S. Bureau of Mines publications. The chosen strength properties appear <br /> appropriate for the waste material produced at the Nation King Coal Mine. <br /> Mr. May commits to the submittal of shear strength test results within 90 days <br /> after submittal of his design analysis, which was received April 22, 1991 . <br /> Therefore, the deadline for submittal of the laboratory shear strength test <br /> results is July 21 , 1991 . It is important that the test results be obtained <br /> to verify the adequacy of Mr. May's assumed strength parameters. If the <br /> actual test results exceed the strength of the assumed values, their submittal <br /> will suffice. If either the cohesion or the angl a of internal friction are <br /> lower than Mr. May 's assumptions, the analysis should be revised to reflect <br /> the actual test values for these strength parameters. <br /> I recommend approval of National King Coal MIne's Technical Revision 1 as <br /> presented in Mr. May's design analysis.
