Permit Revision No. 2 Adequacy Comments <br /> Legal , Financial and Compliance Information <br /> 1 . Information submitted in response to items 1 through 6 of the April <br /> 4, 1990 letter was satisfactory, and the issues are considered to <br /> be resolved. <br /> Geology <br /> 2. Item 9 of the April 4 letter requested analyses of roof, floor and <br /> coal samples (representative of the permit revision area), as well <br /> as analysis of a composite sample obtained from the existing waste <br /> pile. At the meeting on May 3, 1990, it was agreed that the roof, <br /> floor and coal samples could be obtained from an area of the <br /> existing workings immediately adjacent to the proposed revision <br /> area. The operator was referred to the 1982 Guideline Document for <br /> recommended analytical parameters and techniques (see enclosure). <br /> The analyses submitted in your reply included a proximate analysis <br /> of coal and coal waste material . We will need to know the source <br /> of the samples and their location, and additional analyses of these <br /> samples for the parameters listed in the enclosure. We will need <br /> this information prior to proposing approval . <br /> Surface Water Hydrology <br /> 3. In order for us to agree with your conclusion that Pine Gulch <br /> drainage does not have any renewable resource lands (within the <br /> area you propose to affect) we need information on water use, and <br /> agricultural and pastureland use within and downstream of your <br /> proposed permit area. We will also need to know the source of your <br /> information, and the extent of site specific reconnaissance <br /> performed. <br /> 4. We will need to have you provide some discussion regarding impacts <br /> to Pine Gulch due to possible inflows and whether there will be any <br /> impacts downstream on Pine Gulch due to subsidence related <br /> depletion of flow. In our decision we need to make a finding that <br /> mining beneath Pine Gulch will be conducted in a manner which will <br /> prevent damage to the hydrologic balance outside the permit area. <br /> All information that you can provide to assist us in making that <br /> finding will be helpful . A topographic map delineating the entire <br /> drainage basin of Pine Gulch, including its confluence with Hay <br /> Gulch will be needed, and we'll need to know the total area of the <br /> drainage basin. <br /> Alluvial Valley Floors <br /> 5. The revised application states on page 2.04.70 3) that Pine Gulch <br /> within and adjacent to the permit area is not an alluvial valley <br /> floor. Supporting information is provided on page 2.04.7(14). <br />
