Helmin , the Division will extend the <br /> time frame to submit a technical revision for the permanent aisposal of coal <br /> mine waste plan to December 17, 1990. The Division has several documents <br /> concerning the coal waste disposal plan which need to be tied together with <br /> additional information into one Technical Review. Currently, the Division has <br /> the original plan from the June 6, 1990 permit, the cross section map, the <br /> current volume of the coal waste pile, the projected yearly increase of volume <br /> and the estimated total volume of coal waste. <br /> Still required is an analytical determination of the static slope safety <br /> factor of the coal refuse disposal pile. Many of the necessary properties <br /> could be derived from the original storage structure's simplistic analysis. <br /> If not, the appropriate material properties will need to be determined through <br /> laboratory analysis of appropriate refuse sample. A coal mine waste bank is <br /> required by Rule 4.10(2) to attain a static slope safety factor of 1 .5.
