°F ` STATE, OF COLORADO
e o
Roy Romer, Governor
1876
DEPARTMENT OF NATURAL RESOURCES
MINED LAND RECLAMATION DIVISION
FRED R. BANTA, Director (\
May 11 , 1989
Ms. Caryl Helmin
National King Coal , Inc.
1015 1/2 Main Avenue
Post Office Box 2905
Durango, Colorado 81302
RE: King Coal Mine (PR-01 )
File: C-81-035
Dear Ms. Helmin:
I have reviewed the recently submitted materials regarding the lease
modification permit revision. Some clarification and modification of the
subsidence text will be necessary, as specified below.
1 . The revised subsidence text, page 18, indicates that no structures or
renewable resource lands are present on the permit area or the proposed
lease modification area. This is not entirely correct, since the
Huntington Ditch overlies portions of the underground workings and is
identified as a "structure" in the Division 's July, 1987 Findings of
Compliance. In addition, the Findings document identifies the Pine Gulch
Drainage in the southeastern portion of the permit area as a potential
renewable resource area. King Coal has committed to a monitoring program
to detect any damage to the irrigation ditch, and no further extraction
is proposed beneath the Pine Gulch Drainage . The subsidence text should
be clarified to accurately reflect the presence of the identified
structure (Huntington Ditch ) and potential renewable resource land (Pine
Gulch Drainage).
2. The discussion of the subsidence monitoring program on Page 18 should
specify that the program includes a semi-annual field survey of
established monuments, and quarterly visual inspection which includes
inspection of the Huntington Ditch.
Please contact me if you have any questions.
Sincere ,
T- 4

Dan T.
