STATE OF COLORADO
DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866 -3567
FAX: (303) 832 -8106
April 13, 2012
Jerry Nettleton
Twentymile Coal Company
29515 Routt County Road #27
Oak Creek, CO 84067
RE: Foidel Creek Mine (Permit No. C -82 -056)
Minor Revision No. 260 (MR -260), Adequacy Review
Dear Mr. Nettleton:
COLORADO
Q I V I S I O N O F
RECLAMATION
MINING
SAFETY
John W. Hickenlooper
Governor
Mike King
Executive Director
Loretta E. Pineda
Director
The Division received Twentymile Coal Company's (TCC's) application for a minor revision (MR -260)
on April 10, 2012. The application was determined to be complete on April 13, 2012. The Colorado
Division of Reclamation, Mining and Safety has completed its adequacy review of the proposed
technical revision. Please respond to the following comments or concerns as necessary:
1. Proposed revised page 2.05- 45.22, paragraph 2, states that a total of nine culverts will be
installed along the light -use road to pas natural drainage under the road. The revised Exhibit 49Z
Figure 1 only shows the location of eight culverts. Please revise the proposed text or the
proposed Figure 1 to identify the currect number of culverts to be installed to address road
drainage.
2. It is noted that the two culverts south of the 17 -Left Pad and the culvert adjacent to the 16 -Left
Pad are designed culverts. The Division currently approved designs identified in Exhibit 49Z as
16 Left Borehole East Culvert Design and 16 L Bulkhead West Culvert. Please identify these
designed culverts on Figure 1 of Exhibit 49Z and acknowledge if the design critera will
remain the unchaged with the propsed changes outlined in proposed MR260.
3. Approved Exhibit 49Z- Figure 2 identifies two drill pad topsoil stockpiles north west of the 16
Left Pad, with one on the east side of the Light -Use Road and one on the West side of the Light -
Use Road. The proposed Exhibit 49Z- Figure 1, submitted with NIR260 changes the location of
these topsoil stockpiles to an area directly east of the 16 -Left Pad. Please revise Exhibit 49Z-
Figure 2 to reflect the proposed changes identified in MR260.
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
