There was a fairly large volume of coal that had been <br />stockpiled on the lower coal stoc kpile bench but no coal dust was in the air. The stockpiled coal was close to the <br />protective berm but was not over the berm. Also, no coal was being tracked onto the highway. The operator was <br />using a water hose to clean off the coal fines that had fallen b elow the overhead conveyor but there were no <br />problems with dust. <br /> <br />There was no dust coming off of the disturbed areas, due to a moderate to good vegetative cover. Neither was <br />there any dust problems at the coal waste stockpiles. Backfilling and grading ope rations were in progress at the <br />Hubbard Creek fan site area but dust was not a problem at that site as well. <br /> <br />BACKFILL and GRADING – Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original <br />Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); Stee p Slopes 4.14.2, 4.27; Handling of Acid and Toxic <br />Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> The operator’s contractor was backfilling and grading the Hubbard Creek fan site area. All of the fan <br />structures and support facil i ties had bee n dismantled and removed. The USDA -Forest Service has expressed an <br />interest in a slight relocation of the road so that it is away from the drainage slope. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The road ditches were in place along the paved main haul road and along the access road up to the utility <br />bench. There was a small volume of standing water in pond B. The pond had been cleaned out recently. The pond <br />embankment appeared to be stabl e. Ditches at the mine site entrance were functional. <br />
