Munger Creek was dry. Ditches and culverts associated with the reclaimed waste disposal site, <br />cover soil stockpile site, and the topsoil stockp ile locations were in good condition and well maintained. The <br />waste disposal area sediment pond was not retaining any water. The inlet and discharge structures were stable and <br />no problems were identified. <br /> <br />The reclaimed mine portals were inspected and w ere found to be stable with no cracks or other signs of erosion. It <br />did appear that the ground below the portal backfill area was damp. It was not readily apparent if this was due to <br />runoff/drainage from above the portal area or if it was seepage from th e backfilled portal. It was not a significant <br />amount of moisture, but the portal area will continue to be monitored for signs of any seepage from the portal(s) <br />which could be problematic. <br /> <br />ROADS – Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3) <br /> Drainage 4.03.1(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br /> Reclamation 4.03.1(7)/4.03.2(7): <br />The access road was dry and in good condition. No problems were noted. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The entire length of the reclaimed portal access road was inspected. As seen in the attached photograph the <br />vegetation is well established. The drain age channels are well constructed and stable. No signs of significant <br />erosion or instability were noted at any of the mine site locations during this inspection. <br /> <br />SIGNS AND MARKERS – Rule 4.02: <br />The Mine and Permit identification sign was properly displa yed and maintained at the entrance to the permit area <br />from Highway 139. <br /> <br />OFFSITE SUPPORT FACILIITES - Rule 4.04, 4.28: <br />The reclaimed Loma Loadout site was inspected. The sign with operator information, DRMS Permit Number and <br />MSHA ID is in good condition and clearly visible at the site.
