All Pon ds were <br />holding water at the time of the inspection. Pond embankments appeared stable with good vegetation and no <br />evidence of erosional features or problems noted. <br /> <br />Drainage ditch SCM -1 from the southern edge of the coal handling facilities area to the PECOCO pond was <br />identified. This ditch is completed and is rock lined. During the on -the -ground inspection conducted on August <br />16, 2011, displacement of riprap was observed. Active repair work was observed in the aerial photographs. <br /> <br />Drainage ditch SCM -6 from haulroad culvert SC -20 to the inlet of Pond 002 was identified. This ditch appears to <br />be completed with no evidence of damage or problems noted. <br /> <br />Construction appears to be completed in and around the approved Lower Sump. Construction in this area may be <br />completed due to the storage of equipment on the pad. <br /> <br />The upper sump construction appears to be completed or on -going during the inspec tion. No problems were <br />noted. <br /> <br />GENERAL MINE PLAN COMPLANCE: <br />Earth moving activities continue in the approved portal area. Construction of Road D and the area of the Coal <br />Handling Facilities appears to be completed. Excavation of material in the area of the coal handling facilities and <br />the portals was observed. The area of the South Facilities Area where the t emporary coal handling facilities and <br />lower sump location looks to be completed.
