No <br />representative of Seneca Coal C ompany was present during the inspection. Weather conditions were cloudy with <br />intermittent showers; there was heavy rain betwee n the two inspection days. The operator was working in the <br />P o nd 016A area, implementing the slide remediation plan approved in Technical Revision No. 73. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records were inspected at the Sage Creek Mine and Seneca Coal Company offices. All required records <br />were available and current, as detailed below. <br /> <br />FISH and WI LDLIFE – Rule 4.18: <br /> Six mallards were observed on Pond 005. Elk tracks were heavy on the east side of the permit boundary, <br />along the ridgeline road at PM -4D. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zo nes 4.05.18: <br /> Pond 009 was holding water below the discharge level. Pond 015 was discharging clear water at <br />approximately 10 gpm. Pond 005 held water just below the discharge level. Pond 016 was discharging clear <br />water. All embankments were stable and vegetated; all spillways were stable and unobstructed. Stock tanks T -2, <br />T -3, T -20 and T -22 were wet and muddy but not holding water. T -5 and T -20 were holding water but not <br />discharging. The seep at the base of Pond 005 was wet and the spoil springs abo ve Ponds 006 and 016 were both <br />flowing.
