October 17, 2011 C -1982 -056 /Foidel Creek Mine JDM <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 4 of 9 <br /> <br />accompanied by Zach Trujillo of DRMS. Jerry Nettleton of TCC accompanied the inspection. Elizabeth Shaeffer <br />and Flynn Dickenson of the Office of Surface Mining conducted a coal complete oversite inspection of the site. <br />The weather was clear and the ground was dry during the inspection. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br /> Drainage Control; Surf ace Stabilization; Placement: <br />Refuse material continues to be placed in the RDA expansion area. Material has been stockpiled at the toe of the <br />RDA expansion area with grading being conducted during the inspection. The RDA was well compacted and <br />stable a t the time of the inspection. The refuse material had not yet reached the head of the under -drain of the <br />RDA. The exposed under -drain was stable and built as designed. <br /> <br />RDA Expansion <br /> <br />ROADS – Rule 4.03 ; Co nstruction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Su rfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6); Rec lamation 4.03.1(7)/4.03.2(7): <br />The 6NM, 18LT, and Fish Creek Borehole access roads were dry at the time of the inspection. Access roads were <br />stable and in good condition at the time of the ins pection. The construction of the 16LT utility borehole access <br />road was ongoing at the time of the inspection. No problems were noted and the road was within the approved <br />location as permitted unde r TR78. All roads were stable.
