- How often are PPE, response, and monitoring equipment checked by qualified personnel? There should be <br />a listing of available response gear (SCBA, Saranex suits or similar, etc) and its location and intended use in <br />the ERP. <br />Once this equipment is brought on site, appropriate inspections and maintenance of emergency response <br />equipment will be performed in accordance with manufacturer's recommendations, regulation, and <br />company policy. <br />- Does Climax hold periodic response drills for employees to exercise and improve this plan and emergency <br />communications? /f so, do these drills include local emergency responders? <br />Climax does hold periodic drills and have included local responders in the past, and intend to continue <br />this practice in the future. <br />- There appear to be several phone numbers for the Henderson Mine facility in the emergency contact list <br />provided in the ERP, is this intentional? <br />The inclusion of the phone numbers for the Henderson Mine Hoist House and Mill Control are intentional <br />and are provided in the event that additional resources are required to respond to an emergency. This is <br />particularly relevant prior to the start of operations at Climax, as the Climax site is not fully staffed at this <br />time. <br />Robinson Lake Operation Plan <br />- The Division acknowledges that the SEO has primacy over the Robinson Lake Dam as a jurisdictional dam. <br />Has the SEO set trigger levels for the phreatic surface monitoring conducted in Robinson Dam? If so, what <br />actions are taken if these levels are exceeded? The same question should be addressed for the structural <br />monument surveys for dam stability. <br />At this time, the SEO has not established trigger levels for the phreatic surface monitoring in Robinson <br />Dam. Climax refilled Robinson Lake to a level just below elevation 10,876 earlier this year, and plans to <br />hold at that level until the Environmental Protection Plan (EPP) is approved by DRMS. During the refill <br />period and for several weeks after the hold level was reached, the phreatic surface was monitored <br />approximately one to three times per week. Now that the lake level is static, the phreatic surface is <br />monitored approximately once per month. This collection of phreatic levels will help establish a baseline <br />condition for comparison to future readings. In the past, Climax has typically reported phreatic levels to <br />the SEO annually. <br />Structural monuments are installed in the dam and were last surveyed in July 2011, after the lake level <br />had reached the static hold elevation. Climax typically surveys the monuments and reports the data to <br />the SEO annually. <br />- How often is the water level in Robinson Lake measured and recorded at this time by Climax? <br />During the recent refill period, the water level in Robinson Lake was measured daily. With the lake <br />currently static with no substantial sources of inflow, the level is visually observed daily and measured <br />about once per week. During the recent construction activity, the pressure transducer in the lake was <br />5 <br />
