Tonya Hammond of Snowcap <br />Coal Company (SCC) was present during the entire inspection. Weather conditions were sunny and cool. Ground <br />conditions were damp. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br />The availability of records wa s checked on the morning of 11/15. All required records were on file and available <br />for review at J.E. Stover & Associates offices. No problems were noted with the records review. The records are <br />well organized and up to date. See the attached Availabil ity of Records checklist. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; S urface Water Monitoring <br />4.05.13; Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Site Sedimentation Ponds 6, 9, 10, 11, and 13 were viewed. All ponds were dry and maintained. Pond <br />embankments, inlets a nd discharge structures were all stable and no problems were noted at any of the sediment <br />pond locations. Drainage and diversion ditches were stable and dry at the CRDA -1 and CRDA -2 sites. Final <br />removal and reclamation is complete at Ponds 7 and 8. Also at the North Decline area the 18 inch v -ditch has <br />been reclaimed and re -graded along with the shallow depressions/sumps located on either side of the permanent <br />channel. Three i nlet ditches were cut into the permanent channel on the west and east sides to convey surface <br />runoff to the channel. The east side of the permanent channel is shown in Photograph No. 1 and the west side of <br />the channel is shown in Photograph No. 2 .
